Minutes Of The Lutton Parish Council Meeting Held In Lutton Village Hall On 19th January 2026

1. Apologies for absence with reasons 01.26

The Council resolved to accept apologies from Cllr R Phillips.

 

2. Declarations Of Interest – To receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications of dispensation. 02.26

Cllr Mumbray is now employed by Norfolk County Council.

Notes from the meeting on 17th November 2025 were taken as read and the Council resolved to accept them as minutes.

The council Resolved to make the above payments as put before them.

d. Resolve to accept Bank Reconciliation (3rd quarter)

Cllr Woodhouse checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

 

e. Discuss Budget Report (3rd Quarter)

This was briefly discussed. The budget is at 72%.

 

5. Chairman’s Remarks 05.26

The Chairman installed the Christmas tree on the village green for the Christmas period and refreshed the batteries several times. It will soon be dismantled.

The Chairman removed the damaged fencing on the village green before Christmas.

The Chairman completed a topple test in the cemetery (Item 11)

The Chairman and Cllr Whittingham met with Highways Officer regarding parking at school (Item 12)

All correspondence from the previous meeting has been dealt with and replies sent where needed.

SHDC have confirmed the councillor vacancy can now be filled via co-option.

10. Planning Matters 10.26

Update on previously discussed applications

H12-0949-25 South Lincs Methodist Church, Change of use, conversion and extension to create a single dwelling, Lutton Marsh Methodist Church, Guys Head Road.  SHDC Decision : Refusal

 

Applications:

H12-1121-25 Mrs J Williamson, Proposed vehicular access, Villa Farm, Lutton Garnsgate. 

H12-1156-25 Mr L Burton, Demolition of barns and erection of self-build dwelling, barns to rear of 60 South Drove.

The Council resolved to make no comment on these applications.

 

11. Cemetery matters  11.26

Repair works to gates

The Chairman has identified a local company who could complete the works. Clerk to request quote.

 

Memorial application - Thornalley

The Council resolved to approve the application.

 

Topple Test

The Chairman completed a topple test on 6th December 2025. One stone requiring repair. Clerk to request quote.

 

12. Highways & footways 12.26

Update on outstanding matters

- Parking at Primary school – Chairman and Cllr Whittingham met with Highways Officer in December to discuss the safety concerns and parking restrictions at the school. The Council has since received the parking restrictions proposal from Lincolnshire CC and fully supports this plan. Consultation closing date 13th February.

13.  Allotments 13.26

Garden allotment update: the first person on the waiting list has declined the allotment. The Clerk will now contact the second person. If they do not accept, the allotment will be advertised.

 

14. Play/Open Areas 14.26

Update on Park developments – equipment removal, bird & bat boxes

The groundworks are almost complete. Over half of the area has been seeded and the remaining area has been levelled and will be seeded in spring. Football post to be cut to allow bird boxes to be added to remaining posts. Once groundworks are complete, remaining funds will be used to add/maintain equipment.

This was proposed, seconded and resolved.

a. Receive Personnel Panel report for Clerk appraisal

Following a discussion, the Council Resolved to accept the report from the Personnel panel.
