Notes from the meetings on 25th January 2021 were taken as read and the council resolved to accept them as minutes. Paper copy to be delivered to Chairman for signing.

The Council discussed options for online banking and resolved to change to Unity Trust banking to have full online banking options.

 

5. Chairman’s remarks 25.21

The Chairman reported all dog foul signs have now been put up.

All correspondence from the previous meeting has been dealt with and reply’s sent where needed.

The VAT reclaim for the first three quarters of financial year has now been submitted, a total of £ 2,692.64 to be reclaimed.

10. Planning matters 30.21

Update on previously discussed applications:

H12-1164-20 S Anderson & J Dewsberry, Details of scheme to deal with contamination (Condition 4 of H12-0666-20), Off Lutton Garnsgate: SHDC decision: Approved

 

H12-0048-21 Mr L Shepperson & Miss E Brazier, Demolition of existing garage and construction of a new one and a half storey side extension, 21 Ropers Gate: SHDC decision: Approved

 

Applications:

H12-0068-21 Mr T Wiltshire, Erection of propagation building, retrospective (previously under H12-0973-15)

H12-0069-21 Mr T Wiltshire, Erection of building for germination/testing, retrospective (previously under H12-0972-15)The Council resolved to make objections to these applications due to the building being overbearing in height and scale. The Council also has concerns about method of construction.

H12-0199-21, Lutton Parish Council, Erection of a new war memorial, Village Green

 

11. Cemetery matters 31.21

Resolve on memorial application and additional inscription application (R King Memorials) (Circulated)

The Council resolved to accept these applications.

 

Discuss kerb stone damage

A grave kerb stone has been broken in the cemetery. It is unclear when this happened but the damage appears to be fresh : Clerk to contact R King for advice and quote to either repair or reinstate.

 

Hedging

The hedging from Lowgate round the corner of the cemetery along Church lane is overrun by ivy. There is a fallen tree adjacent to the church. The Council discussed options to remove this hedging and either replace with new hedge or fencing. Old hedging could be disposed of during Garden Waste collection. The Council resolved to replace with new hedging. Clerk to apply to Woodland Trust for hedging.

 

 12. Highways & footways 32.21

Update on outstanding matters

Drainage repair works - War Memorial/ Village Green – LCC Highways are proposing to add a kerb stone from Church Lane along the front of the church on Lowgate, with the verge next to the War memorial being reinstated. Also, to clear the drain at the village green. The Council acknowledges the benches may be damaged if removed - District Cllrs Wilkinson and Tyrell offered to replace one bench. Works to be completed in new financial year.

 

To report any new matters

New village directional sign at cemetery – The sign has recently been replaced. The new sign does not include mileage and has ‘Holland County Council’ at the top – Cllr Tyrell is investigating.

 

13. Allotments 33.21

Resolve on whether to allocate Garden Allotment

The Council resolved to reallocate the vacated Garden Allotment.

 

14. Play/open areas 34.21

Update on Tree works and resolve on quote for stump removal

The Council discussed the quote and resolved not to complete the works at this time.

 

Discuss works needed at Green Lane

SHDC Pride group is not currently working on projects. Council discussed a working party to clear the area, to coincide with garden waste collection to remove any waste.

 

15. Civic society memorial application 35.21

Update on Planning Application

The planning application has been submitted. The Council has since received a request to include a larger clabbed area around the memorial. The Council discussed the application and resolved not to accept it due to the size being overbearing in relation to the size of the memorial.

 

16. Update on waste bin issues 36.21

The Chairman and Clerk met with SHDC team member to discuss this. The bins are now in stock and the Council is on the list of works to be completed. The new bin will be placed on the village green adjacent to the path to allow easier access. The old dog waste bins need to be disposed of. SHDC to replace with one new bin, location to be confirmed – SHDC to assess whether the bin could do on Lutton Bank or Dear Love Gate. 

 

17. Resolve on whether to join lalc annual training scheme 37.21

The Council resolved not to join the scheme this year and to access training on ad-hoc basis where required.

 

18. Covid regulations update 38.21

The Council will continue to monitor the updating information and will continue meeting electronically until the advice changes.

 

19. Resolve on whether to renew zoom subscription 39.21

The current subscription expires in April 2021. The Council resolved to renew the subscription with LALC for a full year.
