Minutes of the Lutton Parish Council meeting held in Lutton Village Hall on 15th November 2021.

Resolve to accept Bank Reconciliation (Second quarter 2021/22)

Cllr J Wilkinson checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

 

Discuss Budget Report (Second quarter 2021/22)

This was discussed briefly, the budget is at 35% halfway through the financial year.

 

Discuss draft budget for 2022/23 and resolve on precept.

The Council discussed the draft budget and resolved on a precept of £23,000.00, an increase of £3,000, due to the increase in costs and the expected increase in tree care once the woodland area is planted in the park.

 

5. Chairman’s remarks 125.21

The Chairman reported the final Lutton Garden waste collection went well and is always well received. There is a collection in Long Sutton on 27th November.  

 

6. Police matters 126.21

7. Clerk’s report  127.21

All correspondence from the previous meeting has been dealt with and replies sent where needed. The VAT reclaim for first and second quarters has been submitted for £1,269.33

 

8. Receive reports from District and County Councillors 128.21

Cllr Tyrell reported the June figures for ‘Fix my Street’ including 1,195 potholes fixed (whole county).

Cllrs Tyrrell and D Wilkinson are working on the Santa Visit float and route. Information to be shared in the Christmas card delivered to residents.

11. Cemetery matters  131.21

a. Discuss future plans for cemetery and plots currently available.

There are currently 30 plots available in the current cemetery field. The gravedigger has confirmed he is happy to use the cemetery extension field for full burials, the water table should not be a problem. The Council discussed the suggestion of digging a plot and refilling in the new field during January or February to test the ground. The Council discussed using the new field during the dry months and using the remaining plots in the current part of the cemetery during the wettest times.

The Council will need to meet on site to measure the extension field and plot out the layout.

 

 12. HIGHWAYS & FOOTWAYS 132.21

Update on outstanding matters

Richard Busby Way – Parking issues & double yellow lines request

The Council discussed this request. Although there are issues with parking on pavements, the Council doesn’t feel double yellow lines will resolve this. The Council has taken advice from Lincolnshire County Council Parking Services and the PCSO. The PCSO will write the residents in the area about the laws on parking. The advice is to call 101 to report parking issues.

13. Allotments 133.21

Allotment rent letters were sent in early October. All but one rents have been collected.   

 

14. Play/open areas 134.21

Discuss Park project updates.

The Clerk has drafted a funding application with the Lottery Fund.  Alterations discussed, Clerk to re-circulate before submission.

A Woodland Trust application has been submitted, requesting a 420 tree pack, including Silver Birch, Rowan, Hazel & Oak Trees.

 

Resolve on plans for bench at War Memorial

The Council resolved to put one new bench on the new tarmac area and to remove the old bench. This area can then be raised with top soil and re-seeded. The Council discussed plastic benches and war memorial benches.

Discuss Christmas Trees

The Chairman has visited the nursery and purchased a potted Christmas Tree for this year. The Chairman reported the advice received on planting a small Christmas tree, which will take a few years to get to size. The Council resolved to purchase a small tree to be planted on the Village green and to continue with a potted tree until it has grown to an appropriate size.

 

Resolve on Walnut Tree quote

The Council resolved to accept the quote for a young walnut tree to be planted on the village green, with the long term view that the current walnut tree will be felled once it has grown to size.

One of the posts surrounding the village green is rotten.  Clerk to request repair quote from ground maintenance team.

 

Resolve on Parish Sign repair quotes

The Council resolved to accept the transportation quote, to take the sign the be repaired, sandblasted and repainted by Men’s Shed.

 

15. Civic Society memorial application 135.21

The Society are meeting tonight, await update.

 

16. Update on waste bin issues 136.21

The Chairman has removed the old bins.
