Minutes of the Lutton Parish Council meeting held in Lutton Village Hall on 12th July 2021.
Presiding over the meeting: Cllr Wilkinson

2. Declarations of Interest – To receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications of dispensation. 76.21
Cllr Wilkinson, Cllr Jordaan, Cllr Woodhouse and Cllr Ludlam declared an interested in the Lutton School grant request as they are members of the Friendship of Lutton School Group. Cllr E Woodhouse is also a School Govenor.

Notes from the meetings on 17th May 2021 were taken as read and the council resolved to accept them as minutes.

Update on online banking
The new account is now open. The Chairman and Cllr Jordaan signed the balance transfer request, at which point the Barclays account will be closed.
Resolve to accept Bank Reconciliation (1st Quarter)
Cllr J Wilkinson checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.
Discuss Budget Report (1st Quarter)
This was discussed briefly, with budget spend at 16% at the end of the first quarter.

Lincolnshire Police recognise the public wish to see an increase police presence.
PCSO Surgeries are being held monthly at Market House, Long Sutton.

All correspondence from the previous meeting has been dealt with and replies sent where needed.

Additional correspondence – Lutton St Nicholas School grant request – This was discussed, however, the Council’s grant policy supports charities and working parties, not public bodies, therefore the grant request cannot be accepted.

Update on Garden Allotment.
The corner garden allotment has now been allocated to a new tenant.
14. Play/open areas 88.21
Update on Working Party Meeting.
The Working Party was unable to meet due to shielding and covid restrictions.
The Council resolved to acquire quotes for the car park work to be added to funding applications.
The Chairman has been speaking with LCC regarding a tree planting scheme. The Council discussed getting advice from the ground maintenance team on recommended types and sizes of trees.
15. Civic Society memorial application 89.21
Update on Planning Application
The planning application has been approved. The Council is awaiting news from the Society as to when works will begin.
16. Update on waste bin issues 90.21
The new black bin has been installed on the village green. The old bins are due to be removed.
17. Resolve to adopted updated standing orders 91.21
This was proposed, seconded and resolved.
18. Discuss Community Speed Watch group 92.21
The parishioner is interested in starting a Community Speed Watch group. The Council is keen to support the group.
