Minutes Of The Lutton Parish Council Meeting Held At Lutton Village Hall On 4th March 2019

The Council Resolved to accept apologies from District Cllrs J Tyrrel & L Eldridge.

Cllr J Reeve did not attend.

Notes from the meetings on 14th January 2019 were taken as read and the council Resolved to accept them as minutes.

Resolve to update Clerk standing order from April 2019.

The Council Resolved to update the Clerk standing order, to be in-line with scales released from LALC.

 

5. Chairman’s Remarks 25.19

The Chairman met with Western Power to assess the power into the Pavilion, and discuss it being removed . awaiting quote. Cemetery is tidy, some ivy needs removing from an old memorial.

All correspondence from the previous meeting has been dealt with and reply’s sent where needed.

 

8. Receive Reports From District And County Councillors 28.19

County Cllr Coupland advised Council Tax will be increasing by £3-5 depending on Band.

LCC are setting up a fund to loan money to Parish Councils, with interest, and with an amount of match funding provided by the applying Council.

Update on previously discussed applications:

H12-1049-18 Mrs Mountain, Residential development- erection of dwelling, 5 Puddingpoke Lane, Lutton. SHDC decision: refusal

H06-1197-18 Ms Hazell, Proposed livestock building (amended information: change of roof material), Dockings Holt – Date for comments has passed.

Discuss Hedge & Ground Maintenance

Awaiting quotes for flail mowing hedge, which needs to be completed in the next few weeks before birds nest. 

Resolve on  Memorial application x2 – R King – Hubbard & Ball

The Council Resolved to approve these memorial applications.

Update on outstanding matters:

 Flytipping on Church Lane & Colleys Gate reported (ref SHC792411)

 Standing Water at Marriots Gate & Puddingpoke Lane reported (ref SHC792406) – Repair scheduled.

 

To report any new matters:

Advised Cllr Coupland of hedging encroaching onto Lutton Bank from Lutton Gowts drain to Lowgate . Cllr Coupland to chase Highways.

Garden Plot 1A has now been cleared and vacated. 

 

14. Play/Open Areas 34.19

Postcard Questionnaire Update

The Clerk has been relaying the questionnaire between Abbey Print and Royal Mail for approval before printing.  Awaiting final approval for barcode measurements.

 

15. Update On Parish Clock 35.19

The Council has received a quote from a Clock Restoration Company in Algakirk (Boston), which advised the clock face and hands will needs repairing to complete the full repair.  Clerk to confirm and acquire quotes for clock painting from alternative companies if required. 

 

16. Pavilion  36.16

Discuss quotes for demolition

The Council has received one quote.  Clerk to chase remaining quotes.

The Council has checked the Land Conveyance to confirm there is no requirement for the Pavilion to remain on site.

The Council Resolved to review the risk assessments, with the discussed alterations to wording.
