Minutes of the Lutton Parish Council Meeting held at Lutton Village Hall on 25th November 2019.
Presiding over the meeting: Cllr Wilkinson
In attendance: Cllr J Wilkinson, Cllr K Jordaan, Cllr E Woodhouse, Cllr A Ludlam, Cllr E Saxton, Cllr R Phillips, District Cllr J Tyrrell, 5 public members and Mrs C Matthews (Parish Clerk).
Public Forum
Items raised by public members:
Speeding – Lutton Bank : successful meeting with County Cllr Coupland,. Letter of support from MP J Hayes. Highways have visited. Continuing to work with Council and Lincs Police. à Clerk to contact Lincs Police with letter of support from Council.
Parking at School – Positive response from School – working with Cllr Coupland. Looking to change coach pick up / drop off point.
Pavilion – Query regarding increase in price from initial quote. Advised further works were completed – removal of concrete base, making area level with top soil, removing damaged bench and levelling area.

Mandate signatures update
The Mandate has now been updated to include Cllr Jordaan’s signature, and previous Councillor signatures have been removed.
Discuss draft budget 2020/21
This was discussed. The Council is suggesting a £5000 increase in precept to be added to £5000 reserves to be used for funding contributions for the park project.
5. Chairman's Remarks 190.19
The Chairman advised he has purchased and planted approximately 50 winter Heathers for the Garden of Remembrance. The Woodland Trust hedge packs have arrived to be planted in any gaps in the hedge surrounding the cemetery.

All correspondence from the previous meeting has been dealt with and reply’s sent where needed.
All Allotments have now been collected.
8. Receive reports from District and County Councillors 193.19
District Cllr Tyrrell advised he will be involved in a meeting with Highways in the new year. He has already passed forward a list of all current issues in the parish, and local area.
The garden waste collections have been very successful this year. DC Tyrrell and Wilkinson are keen to repeat these collections next year. The DC’s are also keen to supply a household waste collection. It would need to be at one collection point for all parishes in the ward, with financial support from each Parish Council. à Council discussed adding this to the budget for next year.

12. Highways and Footways 197.19
Update on outstanding matters:
Public Footpath Colleys Gate – Lutton Bank – Countryside Access have contacted home owners to have hedges cut back. The Drainage Board have also been contacted to clear any debris left when the drain was cleared.
Speeding throughout parish: Ongoing – Parishioners working with LCC. à Letter of support to be sent to Lincs Police.
Drainage – throughout Parish – Chairman met with Drainage Board. Cameras were put down the drains to assess flow. Blockages were found in areas covered by LCC. Vehicles have been seen in the village this week, working on the drainage. Awaiting update from LCC.

15. Update on painting face of parish clock 200.19
The Faculty is at the 30 days Notice stage. Once this has been completed the faculty should come through and works can begin.
16. Update on demolition of pavilion 201.19
Demolition has been completed. The area has been left levels with top soil.
17. Update on dog waste bin issues 202.19
A new meeting date is to be set for the Clerk to meet with Tony Crofts of SHDC to assess the bins in situ and discuss possibility of moving one bin, after the previous meeting was cancelled.

23. To disucss staffing and administration 207.19
Conifer Quotes
Three quotes were discussed, for both removing the conifers or to reduce the height by half.
The Council resolved to request NJ Pacey’s to undertake the work – to reduce the hedge height by half. Council to contact Land owner adjacent to cemetery to request access.
Allotment Enquiry
Allotment holder has issue with lack of drainage making ground too water logged to work. Tenant has paid for drain to be cleared. Broken pipes were found at one end, which the drainage board have now repaired. Tenant enquiring if Council will share cost of works. Invoice for works was discussed. Council resolved to offer the Tenant 50% of cost (before VAT).
Discuss Pest Control Quotes
The Council discussed the quotes. The Council resolved to accept the detailed quote from NJ Paceys with a cap of £520.00.
Discuss quotes for tree survey (open areas & cemetery)
Three quotes were discussed. The Council resolved to accept NJ Pacey’s quote. Ivy will need to be removed before the assessment can be completed.
