Resolve to update Clerk Standing Order from April 2020.

The Council Resolved to update the Clerk standing order, to be in-line with scales released from LALC.

 

5. Chairman's Remarks 26.20

The Chairman advised he has been contacted by parishioners regarding the ongoing issue of the hedge encroaching onto Lutton Bank (Item 12).  

The Chairman has received an application to erect a Memorial (Item 15).

The Clerk advised PCSO Bennett has attending the School to observe the parking issues, and has discussed this with the Headteacher.

11. To discuss cemetery matters  32.20

Resolve on burial enquiry

The Council discussed the double depth enquiry. Due to the fact a second depth burial would still be deep enough to meet depth requirements, the Council Resolved to accept this request. The Council Resolved on charging an admin fee of £25.00.

 

Update on Conifer works – Landowner permission

The land adjacent to the cemetery is now owned by a Farm, not a Lutton parishioner.

Clerk to write to request access when crops have been harvested.

 

Resolve on quote for yew tree

The council Resolved to accept the quote to cut back and re-shape the yew tree behind the cemetery gate.

 

12. Highways and Footways 33.20

Update on outstanding matters:

Speeding & Drainage throughout village – The Council has received the following letter from Lincolnshire County Council: 

Following your concerns regarding overgrown trees and hedges in Lutton and flooding in the village, we have been provided with up to date information from the Local Highways Officer.

 

Since the concern regarding the trees and hedges adjacent to the highway was raised with us,  our resources available to deal with such matters has significantly reduced. We are currently only dealing with those obstructions that cause a major hazard to highway users. On the last inspection of this area, whilst it may be considered the trees and hedges are a nuisance, they are not considered such a hazard. We will continue to monitor and take action when appropriate.

 

The Senior and Local Highways Officers have visited this site and agree there is not a significant Highway safety issue associated with the vegetation at this time and this was also communicated after the previous site visit.

 

In regard to drainage in Lutton, the main area of concern is School Lane. The Highways Officers have done some drainage investigation work and revealed some complex issues. This is the case at many sites where there are historical drainage systems. These issues can be resource intensive in time and money to resolve, and complex in terms of the legal responsibilities involved. Further investigation is required at this site and additional funding has been made available from April 2020 to focus on issues such as this. We will therefore keep this moving forward in the new financial year and keep you informed.

 

Work is being done to improve the responses that are sent out via FixMyStreet to prevent the common complaint of enquiries being closed as "no further action" and communicate some more information about why they are being closed. This is a known fault which should be rectified in the very near future. Please accept our apologies for any inconvenience caused by these reports showing as closed when in fact the issue remains.

The Council is disappointed LCC are not willing to take any action. The Council and Chairman directly have received several complaints regarding the damage caused the cars and the risk with lack of driving space when meeting an oncoming vehicle. The Council feels something needs to be done before a more serious accident occurs.

The Council Resolved to complete the works independently from LCC or Highways. Cllr J Tyrell has the licence for Traffic Control and is able to attend to assist with this. The Council Resolved to accept the flail mower quote to complete the works from the drain at Lutton Gowts up to South Drove. This will ensure no private hedging is affected. The Chairman will also be in attendance to clear the road of any debris.

 

Speeding – The Council has received the following Traffic Survey results from the Road Safety Partnership:

Each of the three surveys were live from 25th January and covered  full 7 day/24 hrs up to and including 31st January 2020. I have included a summary sheet for each survey and attached them above. In each case the reference to "SAW" should be ignored as it is a category  that is used internally by the LRSP .

 

Lutton Bank

The survey was located outside house name Panorama. The average daily flow of vehicles at that location was 778 at an average speed of 44.8MPH. There was no evidence that vehicles were travelling at a speed that would make the drivers liable to action by the Police.

 

Lowgate Lutton

The survey was located outside number 23 . The average daily flow of vehicles at that location was 355,  at an average speed of 28.2MPH. There was limited evidence that vehicles were travelling at a speed that would make the drivers liable to action by the Police.

 

Lutton Gowt

The survey was located outside house name Sunnyfield . The average daily flow of vehicles at that location was 1198   at an average speed of 35.5 MPH which is above the posted 30 limit. There was evidence that a higher proportion of vehicles were travelling at a speed that would make the drivers liable to action by the Police.

 

I have researched the collisions involving personal injury for the last 3 year period up to a data date of 31/12/19and there have been none recorded.

 

Highways engineers within the Road Safety Partnership have assessed the area and inform me that no engineering casualty reduction measures were identified

The Council discussed the results and will contact the Long Sutton Community Speed Watch group to see if they could attend.

13. Allotments 34.20

14. Play and Open Areas 35.20

Resolve on works to improve ground at War Memorial and benches.

The Council would like to remove the concrete area to the side of memorial, raise with topsoil, which can then be put to grass. Also, to add a slight tarmac ramp from the from the front of the memorial to the road. This would prevent the water running to the bench.The Council Resolved to obtain quotes for tarmac and for the groundwork.

Resolve on Tree works – Puddingpoke Lane

The Council Resolved to accept the quote for the tree to be cut back at Puddingpoke Lane, which overhangs the road. à Clerk to request additional quote for the tree near Colley’s Gate which also overhangs the road.

Resolve on grass seed quotes for Park

The Council Resolve to accept this quote to reseed the soil area where the Pavilion has been demolished.

Update on new park equipment

The Council briefly discussed the quote received from Kompan. Awaiting further quotes.

 

15. Discuss Civic Society Memorial Application  36.20

The Council has received an application from the Long Sutton & District Civil Society to put in a new US Memorial, in remembrance of the Bomber Aircraft which crash landed on North Drove in 1944. The Society would like a granite memorial, with names plates of those killed.

The Council discussed the possibility of the memorial being placed on the new village green at Richard Busby Way. The Council resolved to accept the application for a temporary small memorial to be placed for the Ceremony Day, in the meantime.

Clerk to confirm with SHDC any Planning Application costs.

 

16. Update on paiting face of parish clock 37.20

The works are now all complete and has received much positive feedback.

 

17. Update on dog waste bin issues 38.20

Ongoing – The Chairman met with Tony Crofts (SHDC) and assessed all bins. As a result of this meeting the Clerk contacted T Crofts for quotes for a new liner, replacement bins and the works to move one bin onto a new post à awaiting reply.

The Council resolved to use email as much as possible in the coming weeks, if impact from Coronavirus increases. All members to reply with their decisions for the Clerk to collate. Any decisions made with this method will then be ratified at the next meeting.
