Minutes of the Lutton Parish Meeting held at Lutton Village hall on 16th March 2020

 

Presiding over the meeting: Cllr Mr D Wilkinson

In attendance: Mrs C Matthews (Parish Clerk) and 1 public member.

              

1. Welcome 1.20

The Chairman welcomed everyone to the meeting

 

2. Signing of Minutes from  previous meeting 2.20

The Chairman signed the minutes of the previous Parish Meeting on 4th March 2019

 

3. Report from the Chairman on Council activities 3.20

The Chairman reported it has been another positive year. The Council has begun works in the playing field, by demolishing the Pavilion building. The Council has also acquired a land donation of the green at the top of Richard Busby Way. The Council continues to work with Lincolnshire County Council regarding any highways, flooding and speeding issues. The Parish Clock face has also been repainted and gilded.

 

4. Financial report from the clerk to the Council 4.20

The balance at the beginning of the financial year was £36,693.56.

Money In

The total income for Lutton Parish Council for the financial year 2019-20 at the end of the third quarter was £25,366.44, including a precept of £19,000.00. Other income was from Allotments (£4,960.38), Reclaimed VAT (£686.06) and Cemetery Matters (£720.00).

 

Money Out

Total expenditure for the financial year 2019-20 up to the end of the third quarter is £21,627.38, made up of Parks & Open Spaces (£7,283.71), Cemetery Maintenance (£5,719.21) General Admin & Salaries (£7,569.26), Section 137 (£17.00), Allotment Costs (£684.00) and Miscellaneous costs (£350.00).

 

Audit

The External Audit for the previous financial year 2018-19 was completed, with no issues.

 

Budget

Total expenditure is expected to be under budget by approximately 15%.

 

5.Topics for discussion 5.20

Future plans for park & playing field.

The Council plans to install new play equipment and update the playing field to include a woodland/meadow area. A questionnaire postcard was made and delivered to residents in the main village area of Lutton. These results are being used to acquire quotes from play equipment companies, to include the most requested pieces of play equipment and to meet the needs of the most popularly selected age categories.

The Council received a positive response from the questionnaire regarding an increase in the precept, to go towards the play equipment. In addition to this, the Council will be applying for funding and also using some reserves to fund the works.

A working party has been set up with parishioners and some council members to continue working closely. The Council welcomes any parishioner who would like to be involved.
