Lutton Parish Meeting

Minutes Of The Lutton Parish Meeting Held At Lutton Village Hall On 10th March 2025

Presiding over the meeting: Chairman D Wilkinson

In attendance: Mrs C Matthews (Parish Clerk) and 5 public members.  

              

1. Welcome  1.25

The Chairman welcomed everyone to the meeting.

 

2. Signing of Minutes from previous meeting  2.25

The Chairman signed the minutes of the previous Parish Meeting on 11th March 2024.

 

3. Report from the Chairman on Council Activities  3.25

The Chairman feels it has been another successful year for the Parish. A third round of funding has been successful and the Council has been considering quotes for the developments. Six pieces of exercise equipment and two picnic benches will be installed w/c 17th March.

 

The Council are gathering quotes for the old equipment to be removed and for new swings, football posts and a basketball hoop to be installed.

 

A further application to Woodland Trust was successful and the Council received two large boxes of saplings in November, which will be added to the developing woodland area in the park. The Council has sought advise from Lincolnshire Wildlife Trust to continue the development of the woodland and will follow the advice of adding fruit trees and a scrape area.

 

Improvements at the Cemetery are ongoing. Highways have installed a path and improved drainage along Lowgate, which has much improved the area.

 

The Easter Bunny event, held in the Park, was well received, as was the annual Santa visit at Christmas time, along with the new Christmas tree.

 

4. Financial report from the clerk to the Council  4.25

Includes Park fundraising £ 15,000 and District Cllr Donations of £ 1,000 for park project.  

 

Expenditure

Total Money Out £ 28,381.10     

Parks & Open Areas £ 17,213.24  - Maintenance of ground, hedges and general tree works. Includes improvements and maintenance of play areas.

NB: This includes VAT which will be is reclaimed quarterly.

Allotment costs £ 95.15 - Includes drainage rates. Cost passed on to the allotment holders

Cemetery Maintenance £ 56.59 - Includes cemetery water. 

General Admin & Salaries £ 10,633.59 - Includes LALC subscription, Internal & External Auditor costs, Bank Charges, Clerk Salary, Tax/NI and Expenses & Training, Garden Waste Collections, SHPVCS, Insurance

Miscellaneous £ 362.53 - Includes Christmas Event costs, Easter Event Costs and Church Flower Festival grant.

Sec 137 £ 20.00 - Includes Memorial Wreath

 

Audit

The External Audit for the previous financial year was completed, with no issues raised.

 

Budget

Total expenditure at the end of the third quarter was at 64% of the budget.

 

5. Topics for discussion  5.25

Park Equipment development and future plans for Park and Woodland

As above, in Chairman’s report – Six pieces of Exercise Equipment and two benches to be installed w/c 17th March. Quotes being gathered for the removal of old equipment and installation of swings, football posts and new basketball hoop.

Woodland development will include installation of bird and bat boxes, planting of further saplings and fruit trees and installation of ‘scrape’ area.

 

Plans for second Defibrillator.

 

The Council hope to install a second Defibrillator in the village, and consent has recently been given from the owner of The Jolly Crispin to install it on the external pub wall. The Clerk will now begin funding applications.
