Minutes of the Lutton Parish Council meeting held at Lutton Village Hall  on 27th January 2020

The Council Resolved to accept apologies from Cllr R Phillips and County Councillor P Coupland.

 

2. Declarations of  Interest  2.20

Cllr K Jordaan declared an interest in the planning application, as she is a member of the Friends of UALS group.

 

3. Signing of the Minutes 3.20

Notes from the meetings on 25th November 2019 were taken as read and the council resolved to accept them as minutes.

Resovle to accept Bank Reconciliation (3rd quarter)

Cllr K Jordaan checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council RESOLVED to accept it.

 

Discuss Budget Report (3rd quarter)

This was discussed.

 

5. Chairman's Remarks 5.20

The Chairman advised there have been some incidents of dog poisoning in Long Sutton, where poisoned food and dog treats have been left on the ground in and around the parks. 

 

6. Police Matters 6.20

The clerk reported on behalf of PCSO F Bennett –

“I have nothing to report at this time apart from keep reporting on 101 or 999 if there is anything. Want to also thank the community for reporting hare coursing and please continue to report.”

All correspondence from the previous meeting has been dealt with and replies sent where needed.

10. Planning Matters 10.20

Update on previously discussed applications:

H12-0901-19, Mr & Mrs T Brookin, Proposed side extension and alterations, 8 School Lane, Lutton. (comments by 09/10/19) (Circulated). SHDC decision : Approved

 

Applications:

H12-1037-19 Mr & Mrs N Johnson, Removal of lelandii conifer hedge and gate, and replace with brick wall mwith railings and gate, 75 Garnsgate Rd, Long Sutton. (Circulated, comments by 20.11.19)

H12-1190-19 University Academy Long Sutton, Replace external end of life window walling to main school building with energy efficient aluminium replacement units. (Circulated, comments by 28.01.20) The Council resolved to make no comment on this application.

 

11. To discuss cemetery matters 11.20

Resolve on Additional Inscription applications x2 – R King Memorials – Hubbard & Mitchell

The Council resolved to approve of these applications.

 

Update on conifer works

Cllr Saxton to discuss permission with landowners.

 

12. Highways and Footways 12.20

Update on outstanding matters:

Speeding throughout parish: Lincolnshire Road Safety Partnership will complete traffic surveys for 7-day period at three points throughout the village. Contact Community Speed Watch Long Sutton.

Drainage – throughout Parish – Highways have confirmed investigative work was completed, they are awaiting the report.

Hedging on Lutton Bank – Highways have advised they will be taking no further action. Unless a tree/hedge encroaches onto the road they will not be completing any works.

 

To report any new matters:

Cemetery paths – very muddy and slippery

Mud on paths – Lutton Bank and Dear Love Gate.

Parking issues at Lutton St Nicholas Primary School  à request PCSO Bennett attend morning and afternoon drop off/pick up times. 

 

13. Allotments 13.20

Tree’s adjacent to Puddingpoke allotments, near Barholme Avenue require cutting backà Clerk to request quote from Paceys (ground maintenance).

 

14. Play and Open Areas 14.20

Discuss Tree Survey preparation work

Ivy needs to be removed from all trees before the surveys can be undertaken. à Clerk to request quote from Paceys.

 

15. Resolve on precepty for 2020-2021 15.20

The Council resolved on a precept of £ 24,000.00 – an increase of £ 5,000 to contribute to the new park project.

 

16. Update on painting face of parish clock   16.20

The faculty to complete the works has been approved by the Diocese. Works will be completed once the weather has improved.

 

17. Update on dog waste bin issues  17.20

Ongoing – The Clerks meeting with Tony Crofts was cancelled again. à Chairman to contact T Crofts.

20. To resolve on whether the council should move into closed session for discussion of the following 20.20

This was proposed, seconded and resolved.

 

21. To discuss staffing and administration 21.20

Receive Personnel Panel report for Clerk appraisal

7.40pm The Clerk left the room.

7.45pm The Clerk re-entered the room. 

The Council offered the Clerk to option of an additional phone line if required. The Council takes a zero-tolerance approach to any form of abusive behaviour. The Council resolved to purchase a new laptop for the Clerk due to the issues raised with current laptop and Microsoft changes in 2020. The Council resolved to give the Clerk authority to spend a maximum of £499.00 on a replacement laptop, Microsoft package and security software. Following this discussion, the Council resolved to accept the report from the Personnel panel.
