Minutes of the Lutton Parish Council meeting held in Lutton Village Hall on 24th January 2022.

The Council resolved to accept apologies from Cllr J Wilkinson, Cllr E Saxton and District Cllr J Tyrrell.
2. Declarations of interest – To receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications of dispensation. 02.22

Notes from the meetings on 15th November 2021 were taken as read and the Council RESOLVED to accept them as minutes.

d. Resolve to accept Bank Reconciliation (Third quarter 2021/22)
Cllr K Jordaan checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.
e. Discuss Budget Report (Third quarter 2021/22)
This was discussed briefly, the budget is at 56% at the end of the third quarter.
05. Chairman’s remarks 05.22
The Chairman reported the Santa visit was very well received and it was lovely to see the community gathered at the Village Green. The Chairman has a small Christmas tree to plant on the village green for future years. The Council will continue to buy a large potted tree until the planted tree has grown sufficiently.

07. Clerk’s report 07.22
All correspondence from the previous meeting has been dealt with and replies sent where needed. The VAT reclaim for third quarter has been submitted for £675.57. The precept request has been submitted for £23,000.00.

South Holland District Council is now joined with Boston Borough and East Lindsey District Councils.

The Council resolved to approve this memorial application.

13. Allotments 13.22
All rents for the half year April – October 2021 have now been collected.
14. Play/Open areas 14.22
Update on Park Project
The Clerk has submitted a funding application with The National Lottery Community Fund. The information will be discussed at panel and the result should be shared with the Council in early February.
Resolve on plans for bench at War Memorial
The Council discussed the steel war benches. The Council would like to look at a wooden bench, ideally produced locally.
Update on Walnut Tree
The tree has been ordered and the ground maintenance team will plant it once it’s been delivered.
Update on Village Sign repairs
The windmill has to be replaced and a new one has been made. The Sign will soon be transported for sandblasting, then repainting.
Resolve on low fencing around Village Green
There are several rotten posts. The Council discussed replacements - Clerk to request quotes for fencing and low level bushes. The Council discussed plans for new benches on the Green.
15. Civic Society memorial application 15.22
The Council discussed the memorial and whether it should be on the Village Green, with the new plans for benches and the new tree. To be discussed at next meeting

7th March – Parish meeting at 6pm, Council meeting at 7pm.
18. To resolve on whether the council should move into closed session, on the grounds of confidentiality, for discussion of the following agenda items. 18.22
This was proposed, seconded and resolved.
19. To discus staffing and administration 19.22
a. Receive Personnel Panel report for Clerk appraisal
7.40pm The Clerk left the room.
7.45pm The Clerk re-entered the room.
Following a discussion, the Council resolved to accept the report from the Personnel panel.
There being no more business the meeting closed at 7:50pm.
