Minutes of the Lutton Parish Council meeting held in Lutton Village Hall on 7th March 2022.

This was proposed, seconded and resolved.
5. Chairman’s remarks 24.22
The Chairman reported on two large fly tipping incidents which occurred recently. Incidents were reported on ‘Fix My Street’ and were quickly cleared.

All correspondence from the previous meeting has been dealt with and replies sent where needed.

8. Receive reports from District and County Councillors 27.22
District Cllr Wilkinson has donated £2000.00 and Cllr Tyrell has donated £1000.00 towards the benches on the village green and in the park.
County Cllr Coupland reported Councils are now returning to offices and more normal working, however, all businesses are impacted by increasing fuel/energy costs. Council Tax has increased, most of the additional income will go the County budget.

Update on Park Project
National Lottery Community Funding Application was unsuccessful. Discussed next steps. Council resolved to apply for funding with alternative bodies.
Woodland Trust Tree Packs are due to be delivered. Community support to plant these. Clerk to request planting plan from Ground Maintenance Team.
Resolve on quotes for bench at War Memorial
The Council resolved to accept quote for 6ft Wooden bench with ‘LEST WE FORGET’ engraved on top rail, with 2 poppies engraved and painted red either side.
The Council resolved to accept quote for second 6ft bench. A plaque will be added at a later date to celebrate the Queen’s Platinum Jubilee.
Update on Walnut Tree for Village Green
The new tree has now been planted.
Update on Parish Sign repair
Ongoing, the windmill is being completely remade.
Resolve on quotes low fencing/hedging around Village Green
The Council resolved to accept the quote for 41 metres of new fencing, along the back of the Village Green, but stopping before the corner on Richard Busby Way.
Discuss Dog Fouling issues
Although this issue persists, the Council has ensured all bins are upgraded and accessible, a new bin has been installed and anti-fouling notices have been displayed throughout the village, therefore there isn’t much more the Council can do.
15. Resolve to rediscuss Civic Society memorial application 34.22
The Council resolved to rediscuss this, as it has been previously resolved on.
16. Resolve on Civic Society memorial application 35.22
The Council discussed the placement of a new memorial. Due to the recent plans for the Village Green (new fencing, benches etc) the Council no longer feel a memorial would be in line with these plans. The Council resolved to withdraw approval for a new memorial and invite the Society to add a plaque to the existing memorial. The Society has advised they would be in support of this.
17. Events 36.22
Discuss plans for Easter Bunny visit
The Council resolved to repeat the Easter Bunny visit after its success last year, on Sunday 17th April. There will be a small route around the village and a set meeting time on the Village Green for anyone wanting to come in from the outer parish areas.
Discuss plans for Queen’s Platinum Jubilee Celebration
The Council would like to support a community picnic, ideally where children can play outside and seating can be provided for adults. Discussed providing tea & cake.
Clerk to ask School if it can be held on playground with use of school facilities, ideally alongside FOLS group and other community supporters as a working party.
18. Resolve on appointment of Internal Auditor 37.22
The Council resolved to re-use the same internal auditor as last year.
19. Resolve on LALC training scheme 38.22
The Council resolved not to join the annual scheme and to pay for any training on an ad hoc basis.
