Minutes Of The Lutton Parish Council Meeting Held In Lutton Village Hall On 11th July 2022.

Planning: A parishioner handed the Chairman a note with comments relating to planning application H12-0598-22.
1. Apologies For Absence with reasons 72.22
The Council Resolved to accept apologies from Cllr J Wilkinson and Cllr E Woodhouse. Cllr K Jordaan did not attend.
2. Declarations Of Interest – To receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications of dispensation. 73.22
Cllr A Ludlam and Cllr E Saxton declared an interest in planning application H12-0598-22.

The Council resolved to defer this item to the next meeting when additional signatories are in attendance.
e. Discuss Budget Report (1st quarter)
This was briefly discussed. The budget is slightly over for the quarter, however, additional costs have included the Jubilee celebrations.
5. Chairman’s Remarks 76.22
The Chairman has replaced the leaking tap in the cemetery.
The Jubilee celebrations, sponsored by the Council and hosted by the Jolly Crispin, were very successful. Despite the weather, large numbers of parishioners and local people attended, with much excellent feedback received. £1000.00 was raised, which will be split between the Village Hall and the Church.
6. Police Matters 77.22

7. Clerk’s Report 78.22
All correspondence from the previous meeting has been dealt with and replies sent where needed.
VAT reclaim for 1st Quarter has been submitted, totalling £1,512.51.
8. Receive Reports From District And County Councillors 79.22
County Cllr Coupland advised County Councils are concerned about the public sector pay increase and how this increase will be funded. Council tax can be increased by 2/3%, however, this is insufficient so Council’s will need to use reserves, which would normally be used for emergencies such as flooding.
Cllr Coupland advised the landowners of tree’s on Lutton Bank have been contacted and asked to cut tree’s back. Several owners have done this, however, there are some outstanding. The County Council will contact the owners again, before completing the work and invoicing the owners.
Cllr Coupland advised there will be a consultation on parking at St Nicholas Primary School, with a view to adding yellow lines and a bus parking bay in the layby.
District Cllr Tyrrell advised the Youth Shed trial has now finished, however, it will be restarting in September to offer young people experience in brick laying and carpentry.
Men’s Shed are offering to build a float for Spalding Flower Parade, and Cllr Tyrrell is inviting Lutton Parish Council to partially sponsor it.
Pride of South Holland Awards are upcoming, and nominations can now be made for local heroes. Clerk to add information to Parish website.

H12-0577-22, G H Hoyles Ltd, Proposed change use of agricultural land to dog exercise area and to include farm shop, Monmouth Lane, Lutton (Circulated – Comments by 01.07.22) This application was discussed virtually before comment deadline, the Council Resolved to make no comment on this application.
H12-0598-22, Mr M Ludlam, Change of use from residential to residential/child minding business, 2 School Lane, Lutton (Circulated – Comments by 26.07.22) Public member was advised their comments should be directed to District Council as LPC is only a consultee, to which they confirmed the comments have been sent to SHDC. The Council Resolved to make no comment on this application.

12. Highways & Footways 83.22

Standing water at Puddingpoke Lane – LCC Highways have completed work to resolve this issue.

Update on Park Project and Funding
The Council have been successful in an application to the Grange Windcluster Fund and have been awared £2,500.00.
The Council have also been successful in an application to Gedney Windcluster Fund and have been awarded £5,000.00.
An application for up to £10,000.00 has been submitted to National Lottery Community Fund.
The Council Resolved to wait for the outcome of this application, before deciding on the initial phase of works to be completed.
Update on Parish Sign
The sign is finished and a request has gone to the ground maintenance team for it to be reinstated.
Update on benches at War Memorial and Village Green
The benches have been stained and are ready for installation. A request has gone to the ground maintenance team to arrange installing the benches.

15. Noticeboards 86.22
Discuss future plans for noticeboards
This was discussed. The Council would like to replace the noticeboard at the school and install a new noticeboard on the village green. The noticeboard at the Jolly Crispin will then be removed.
