Minutes Of The Lutton Parish Council Meeting Held In Lutton Village Hall On 28th November 2022.

Cllr Saxton laid a memorial wreath on behalf of Lutton Parish Council on Remembrance Sunday.

c. Resolve to accept Bank Reconciliation (2nd quarter)
Cllr J Wilkinson checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.
d. Discuss Budget Report (2nd Quarter)
This was briefly discussed. At the end of the second quarter the council sits at 52% on the budget.
e. Discuss draft budget for 2023/24 and resolve on precept.
The Council resolved to keep the precept at £23,000.00, the same as last year.
5. Chairman’s Remarks 121.22
The Woodland Trust tree pack has arrived and has been planted in the ground to keep it healthy until it can be planted. It is mainly trees but includes some hedging which will be used at the Cemetery.
The Chairman will order the Christmas tree this week.
The Chairman has ordered anchors for the village green bench and will install it once these have arrived.
The Chairman thanked the Councillors and Clerk for their work over the past year.
6. Police Matters 122.22
PSCO Dave Walker advised Cllr Woodhouse he will not be attending parish meetings. Newsletters are sent to the Clerk and circulated.
7. Clerk’s Report 123.22
All correspondence from the previous meeting has been dealt with and replies sent where needed.
The VAT Reclaim for 2nd Quarter has been received (£775.35).
Additional Planning application (Item 10)
8. Receive Reports From District And County Councillors 124.22
District Cllr Tyrell advised the Men’s Shed have constructed the frame of the Parade Float, and have begun working on the features.
Garden waste collections have now finished for the year and will begin again in March 2023.
Teddy bear gifts and costumes have arrived for Santa’s visits, which will take place over 4 nights. Lutton will be visited on 17th December.
County Cllr Coupland advised District and County Council Tax will be increasing in the new financial year, due to increased costs, including staffing, fuel and energy costs.

11. Cemetery Matters 127.22
Resolve on memorial repair quote
The Council resolved to accept the quote from Richard King Memorials to repair two damaged memorials in the Cemetery.
Resolve on bench quote
The Council resolved to accept the quote for 1.8m bench for the Cemetery.
12. Highways & Footways 128.22
Update on outstanding matters
Gravel on Colleys Gate – This has still not been cleared since the road was re-surfaced. The Chairman was advised the contractors will be revisiting to clear the gravel.
Parking Consultation at School – County Cllr Coupland has requested a site meeting with Road Safety Partnership representatives to discuss.

All rents have been collected for the half year April-October.
14. Play/Open Areas 130.22
Resolve on Park Equipment quote from Playdale (Phase 1 of park project)
The Council Resolved to accept the quote from Playdale for £26,092.92.
Resolve on purchase and donations of further trees and planting of Wildlife Trust tree packs.
The Chairman will confirm current prices for trees. Council members can then collect donations from parishioners wanting to purchase trees for the park.
15. Noticeboards 131.22
The Council has received funding support from District Cllrs Tyrell and Wilkinson. The Council Resolved to accept the quote from Nature Sign Designs.
16. Events 132.22
Santa visit – Discuss event schedule and refreshments
Lutton will be visited on 17th December. Information shared on noticeboards and website. The Council Resolved to purchase refreshments to be served at the Church. The Choir will also be in attending for Carol singing.
Resolve on purchase of Christmas tree
The Council Resolved to purchase a potted Christmas tree. The Chairman will visit the farm to reserve one.

The Council Resolved to appoint Cllr J Wilkinson and Mr G Woodhouse as representatives for this Charity.
