d. Resolve to accept Bank Reconciliation (3rd quarter)
Cllr E Woodhouse checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

These were briefly discussed. Payments and receipts are in-line with the budget.
5. Chairman’s Remarks 5.24
The Chairman shared the very sad news that a former Councillor has tragically died following a road traffic collision.
The Santa visit went very well, with a nice crowd of parishioners meeting on the Green. The Chairman thanked those all those who helped with the event and the church members for their support.
6. Police Matters 6.24
None.
7. Clerk’s Report 7.24
All correspondence from the previous meeting has been dealt with and replies sent where needed.
The VAT Reclaim for the third quarter has been submitted and received, totalling £ 4,345.29.
As the Society gifted the new memorial bench to the Council, it can now be covered under the Council’s insurance, at no extra cost.
8. Receive Reports From District And County Councillors 8.24
County Cllr P Coupland
Cllr Coupland advised the Highways team have repaired many potholes in the parish.
The National Grid are installing a new Electricity Line from Grimsby to Walpole. Lutton will not be directly affected, however, it will pass through Fleet Fen.
Devolution – Cllr Coupland gave an overview of the Devolution in Lincolnshire, which will result in the election of a ‘Mayor of Combined Authority’ covering Lincolnshire, North Lincolnshire and North East Lincolnshire. It will include a Mayoral Investment Fund of £24m annually for 30 years, however, Cllr Coupland advised this is far less that is required for the areas.
Highways – Cllr Coupland visited the Parish with the Highways Officer. Hedging on Puddingpoke Lane does not encroach the road, so cannot be addressed by Highways. White lines have been installed outside bungalows opposite St Nicholas Primary School and are working well. The School has altered the drop-off process, allowing parents to quickly drop children in the morning, which has lessened parking issues at the start of the day. The verge on Marriotts Gate, heading towards Colleys Gate, is damaged. It was agreed to extend the zig-zag lines to prevent parking in this area. The verge will then be cut out and the area tidied.
Council Tax will be increasing by 5% in the new financial year and District will be increasing by 3%.

11. Cemetery Matters 11.24
a. Resolve on whether parishioner bench can be installed in cemetery
This was discussed. It was resolved not to permit a further bench to be installed in the Cemetery, as there is already a bench in-situ and due to impact on the ground maintenance.
b. Resolve on quotes for granite stones
Awaiting quotes. Deferred to next meeting. Steve at Richard King Memorials has repaired two small memorials.
12. Highways & Footways 12.24
a. Update on outstanding matters
Lutton Garnsgate / Gedney Road triangle – This has now been cleared by SHDC PRIDE team.
Parking issues at St Nicholas Primary School - white lines have been added and have improved parking issues. Zigzags to be extended along Marriotts Gate. Verge to be repaired.
b. To report any new matters.
Hedge opposite the village green is encroaching the pathway – Cllr Woodhouse to report on Fix My Street.

14. Play/Open Areas 14.24
a. Update on funding applications
The Council has been awarded £5000 from Gedney Wind-Cluster Fund (second application). The Clerk has submitted a second application to Grange Farm Fund (Tydd Wind Cluster) and UKSPF Grassroots.
b. Update on new equipment and repairs to Phase 1 equipment
Phase 2 is due to be installed from 24th January and is expected to take 5 days.
The Clerk was informed by a Sales rep at Playdale the team would complete the small repairs to Phase 1 equipment. Clerk to confirm with installation team this will be completed.
