Minutes Of The Lutton Parish Council Meeting Held In Lutton Village Hall On 15th July 2024

2. Declarations Of Interest – To receive Declarations of Interest in accordance with the Localism Act 2011 and to consider any applications of dispensation.  69.24

Cllr A Ludlam declared an interest in Item 15 as she is involved in the Church Flower Festival.

Notes from the meeting on 13th May 2024 were taken as read and the Council resolved to accept them as minutes.

d. Resolve to accept Bank Reconciliation (first quarter)

Cllr J Wilkinson checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

 

e. Discuss Budget Report (first quarter)

This was briefly discussed. The budget is currently at 24% at the end of the first quarter.

 

5. Chairman’s remarks 72.24

The Chairman has been in discussion with Lincolnshire Police regarding the parking issues at the Primary School, and has a meeting with Insp. Dickinson next week to discuss enforcement around illegal parking.

 

6. Police Matters 73.24

As above – The Chairman has a meeting next week regarding parking issues at School.

 

7. Clerk’s Report  74.24

All correspondence from the previous meeting has been dealt with and replies sent where needed.

The VAT Reclaim for the first quarter has been submitted, totalling £ 1,291.48.

8. Receive Reports From District And County Councillors 75.24

A new disabled toilet block will be installed in Long Sutton, with a hoist and shower facilities.

Cllr Tyrell will be overseeing the maintenance of the Sutton Bridge roundabout.

The SHDC Waste Consultation opens today to gain residents views on whether new sacks or wheelie bins should be introduced, alongside separate food collections, which must be introduced by March 2026.  Cllr Tyrell urges everyone to complete the survey.

11. Cemetery Matters  78.24

RESOLVE on quotes for granite stones

Deferred to next meeting.

 

Resolve on Memorial applications

The Council Resolve to give approval for these applications.

 

Discuss cemetery reservations and resolve on budget for plaques. 

Recently, a burial took place in an already reserved space, as the map showed more space available than physically present in the cemetery. The Chairman and Clerk have had several discussions with parishioners to resolve the issue.

Meetings have also been held with the Gravedigger and the cemetery map has been updated to ensure it accurately represents the cemetery field spacing. The cemetery procedures and Grave Digger agreement will be updated. Future burials, not in reserved spaces, will be located in the new field.

The Council resolved numbered ‘Reserved’ plaques will be added to each reserved space in the cemetery (approximately 35 spaces) and agreed a budget of £100 for the plaques.

 

12. Highways & Footways 79.24

Update on outstanding matters

Parking issues at St Nicholas Primary School  - Chairman meeting with Police next week. 

 

To report any new matters.

HGV Traffic Concerns – A parishioner has reported concerns about the frequency and speed of HGV traffic through the village. Although the Council does not have power to take action directly, the Council will support parishioner complaints to Highways and Police. 

 

 13. Allotments 80.24

The dykes around Winfrey Field are overgrow.  Clerk to discuss with Allotment holder.

 

14. Play/Open Areas 81.24

Update on funding applications

The Council has been awarded a further £15,000 from the National Lottery Awards for All fund. 

 

Discuss future plans for park developments.

The Council discussed options for new equipment and the removal of the old equipment. The Chairman and Cllr Tyrell will meet to discuss the removal. Clerk to gain further quotes.

 

War Memorial – Historic England Register

This was discussed. The Council resolved to request the memorial is not added to the Register.

 

15. Resolve On Grant Request For Flower Festival 82.24

The Council resolved to grant £200 to Lutton PCC for the Flower Festival.

 

16. Discuss Query On Local Development Site 83.24

The Council discussed this query and resolved to make no comment.

 

17. Community Speed Watch 84.24

Update on volunteers

Cllr Whittingham advised 3 volunteers have been identified. Cllr Tyrell advised Sutton Bridge is forming a group and may be interested in sharing cover over both areas. Clerk to contact Sutton Bridge Clerk.
