Minutes of The Lutton Parish Meeting Held at Lutton Village Hall on 20th March 2023
Presiding over the meeting: Chairman D Wilkinson
In attendance: Mrs C Matthews (Parish Clerk) and 7 public members.
1.23 Welcome
The Chairman welcomed everyone to the meeting.
2.23 Signing of Minutes from previous meeting
The Chairman signed the minutes of the previous Parish Meeting on 7th March 2022.
3.23 Report from the Chairman on Council Activities
The Chairman reported the first phase of play equipment has just been installed in the park. It is looking great. The Council is fundraising for the next phase of equipment.
The Parish celebrated the Queen’s Jubilee with a lovely celebration in the Jolly Crispin. There was a bar-be-que, bouncy castle, children’s games and a raffle. The event raised £1000 which was split between the village hall and the church.
The Easter Bunny and Santa have visited the parish, visits which were very well received. The Santa visit was particularly special this past year as the Church was opened to offer refreshments. The Chairman sends thank the Church members.
The Council have installed new benches at the church and on the village green, as well as a new noticeboard.
The grounds throughout the parish and in the park and cemetery are looking very good. The new hedges in the cemetery are growing well. The trees in the park are mostly doing well, although some have been lost.
The chairman thanked the Village Hall Committee for keeping the Hall open and functioning well.
4.23 Financial report from the clerk to the Council
Income
The total income for Lutton Parish Council for the financial year 2022-23 at the end of the third quarter is £47,324.26, including a precept of £23,000. Other income was from Allotment income (£6,282.10), Reclaimed VAT (£2287.86), income from Cemetery Matters (710.00) and other income (£500.00).
Expenditure
Total expenditure for the financial year 2022-23 at the end of the third quarter was £30,765.36, made up of Parks & Open Spaces and Cemetery ground maintenance (£18,167.88), Cemetery costs (£37.66) General Admin & Salaries (£8,317.86), Section 137 (£217.85) and Miscellaneous (£3,944.01 – includes jubilee celebration costs, clock winding, noticeboard and cemetery bench).
Audit
The External Audit for the previous financial year was completed, with no issues.
Budget
Total expenditure at the end of the third quarter was at 78% of the budget
5.23 Topics for discussion
Park equipment development and future plan.
The first phase of new equipment has been installed. This includes a large unit, with slide, climbing rope and bridge, a trim trail, a large bucket swing and a spinning cup. These new pieces have been installed further into the playing field.
It is hoped the next phase of the project will include installation of lots of new pieces of equipment, aimed at a wide range of age groups, and the removal of the old equipment.
The Council is applying for further funding, including an application to the UK Prosperity Fund.
King’s Coronation Celebration
The King’s Coronation will be celebrated with an Afternoon Tea on Sunday 7th May 2023. Tickets will shortly go on sale from the Jolly Crispin. There will be a bouncy castle, disco and children’s games.
6.23 Any other matters from members of the public
Speeding on Lutton Bank
A parishioner raised the issue of speeding along Lutton Bank, which continues to be an issue, despite the speed limit recently being reduced to 40MPH. The gentleman has completed training on using ‘speed guns’ and is interested in forming a Community Speed Watch Group. The clerk will share contact details for Jan Whitbourn, who currently manages Community Speed Watch.
There being no more business the meeting closed at 7.10 pm.
