 Resolve to accept Bank Reconciliation (2nd quarter)

Cllr E Woodhouse checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

 

 Discuss Budget Reports (1st Quarter – Updated and 2nd Quarter)

These were briefly discussed. The budget is currently at 59% spend, halfway through the financial year.

 

Discuss draft budget for 2024/25 and resolve on precept

This was discussed. The Council resolved to set the precept at £28,000, which includes £3,000 for phase 3 of the park project.

 

Resolve to update Clerk Wages in-line with update LALC scale

This was proposed, seconded and resolved for the 2023-24 financial year and will include a one-off back payment of wage increase.

 

5. Chairman’s remarks 123.23

The Chairman would like to write to Highways to thank them for the excellent pathway and drainage works at the Cemetery, which now matches the raised kerb and pathway in front of the memorial.

The Chairman spray painted a poppy on the village green for memorial weekend. Cllr Woodhouse attended the Remembrance Service.

The Chairman attended the recent Craft Fayre at the Church, which was very well attended.

6. Police matters 124.23

None.

 

7. Clerk’s report  125.23

All correspondence from the previous meeting has been dealt with and replies sent where needed.

The VAT Reclaim for the second quarter has been submitted and received, totalling  £ 866.96.

The Council is not able to insure the Society’s memorial bench, unless it is gifted to the Council. The Clerk is awaiting confirmation in writing from the Society and will request a quote to include it in the insurance policy.

 

8. Receive reports from district and county councillors 126.23

County Cllr P Coupland

Cllr Coupland advised the drainage works at Puddingpoke have been completed and are working well.

The hedges encroaching Puddingpoke Lane were discussed. Cllr Coupland advised a letter was sent to residents from Highways and will follow this up.

 

District Cllr J Tyrell

SHDC are working on a new route for garden waste collections, now that new routes are in place for general waste and recycling.

Cllr Tyrell requested any suggestions for the Pride team be sent to him, for works to improve local areas.

10 tickets are available for Lutton residents for the Widows Christmas Lunch, held at Churchills Bar in Long Sutton at 12pm on 21st December. Cllr Woodhouse will support in allocating these tickets.

11. Cemetery matters  129.23

Resolve on Memorial Applications – R King Memorials (additional inscription) and Holbeach Memorial Company (New memorial)

The Council resolved to approve these applications.

 

Resolve on quote for memorial repair

The Council resolved to accept this quote. There is one additional memorial in need of repair. Clerk to request quote to repair.

 

Cemetery Gates – repaint

The Chairman will request quotes for the gates to be sandblasted and re-painted. The Highways team have laid tarmac up to the gates. The gates do not need to be altered.

 

Cemetery Tree works

The fir tree on the Church side has a large, damaged branch. The Clerk has requested a quote from the ground maintenance team to remove this. There is also a large yew tree in the churchyard which requires work to reduce the height. Clerk to request quote.

 

12. Highways & footways 130.23

Update on outstanding matters

Lutton Garnsgate / Gedney Road triangle – This has now been closed on Fix My Street. The grab lorry will attend to remove most of the overgrowth. The Pride team will then attend to tidy the area. Cllr J Tyrell is monitoring the issue.

Parking issues at St Nicholas Primary School  - white lines will be added in front of the neighbouring bungalow driveways. It is hoped this will prevent drivers from blocking entranceways.

 

To report any new matters.

Hedge opposite the village green is encroaching the pathway – Cllr Woodhouse to report on Fix My Street.  

 

 13. Allotments 131.23

All allotment rent for the half year April – October and all garden allotment rent for the year have been collected.  

 

14. Play/open areas 132.23

Update on funding applications

This Councils application to the UKSPF Grassroots Fund has been successful. The Council has been awarded £24,999, subject to an accessibility audit. The Clerk is awaiting information from the equipment company.  Clerk to chase.

 

Update on new equipment repairs

The Clerk has requested Playdale attend to complete the repairs and is awaiting an update.  Clerk to chase

 

15. Update on community speed watch group 133.23

Cllr Whittingham has 3 volunteers for the project. The Clerk has requested an update from the Sutton Bridge group as to whether they would be willing to join groups and share areas. Cllr Whittingham advised the diminishing daylight will cause issues and suggested re-discussing this in March 2024.

These were discussed, the Council made no changes and resolved mark as reviewed for another year.

 

17. Events 135.23

Update on Christmas Tree and Santa Visit 

The Santa visit will take place on Saturday 16th December in Lutton. Cllr J Wilkinson will add the information for all parishes to the Facebook group (Sutton’s Santa Run). The clerk will add information to the Council website.

The Chairman will purchase the Christmas tree.
