Minutes Of the Lutton Parish Council Meeting Held In Lutton Village Hall ON 10th July 2023

Presiding over the meeting: Cllr Wilkinson

In attendance: Cllr J Wilkinson, Cllr E Woodhouse, Cllr L Mumbray, Cllr N Whittingham, District Cllr Tyrrell, Mrs C Matthews (Parish Clerk) and 2 public members.

 

Public Forum, Items raised by public:

Blanks Charity – Parishioner queried whether the Council can advertise Blanks Charity in the next newsletter : Blanks representative to confirm with the Charity. Since the meeting, Blanks have confirmed the Council is able to advertise the funding and encourages the information being shared in the Newsletter.

Park Conveyance – Parishioner queried whether the conveyance for the park has been checked, following the Pavilion demolition and addition of trees. The Chairman confirmed the conveyance has been checked and SHDC are in support of all works.

Cllr J Wilkinson checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

 

e. Discuss Budget Report (first quarter)

This was discussed briefly.

 

5. Chairman’s Remarks 77.23

The Chairman has received a parking complaint on Green Lane. Having consulted with SHDC and Highways, The Chairman is working with Cllr Tyrell and Cllr Coupland for a resolution.

The Chairman hopes to install the new noticeboard and benches over the summer.

All correspondence from the previous meeting has been dealt with and replies sent where needed.

8. Receive Reports from District and County Councillors 80.23

District Cllr J Tyrell

Street bins – It is not possible to request a new bin be installed, however, replacement bins can be requested, and bins can be re-located.

The waste collection team are using a new route system, there may have been some missed bags initially, however, it is now working well.

There was a discussion on wheelie bins and food caddies. Lincolnshire County Council will be rolling out these bins in the coming years.

Update on bench for cemetery

To be installed over the summer.

 

Update on gate repair works on Lowgate

Kerb installation and drain improvement works were discussed when the Chairman met with Highways. The Clerk requested an update from Highways regarding the funding available for these projects – outstanding. Cllr J Tyrell to make enquiries.

 

Resolve on memorial applications (R King Memorials / M.J Coates)

The Council resolved to give approval for these applications.

 

12. Highways & Footways 84.23

Update on outstanding matters

Colleys Gate – Contractors were due to attend to clear excess gravel, however, the Chairman advised the road is due to be re-dressed, so the gravel will be removed then.

Parking – Green Lane (Item 5)

Street Name Sign – Marriots Gate – Clerk has reported damaged sign on Fix My Street

Trees on Puddingpoke Lane – tree’s overhanging the road. Cllrs J Wilkinson & E Woodhouse to report on Fix My Street.

 

 13. Allotments 85.23

All payments for the half year October-April have now been collected.

Garden Allotment tenant has advised some fruit was stolen from the plants.

Cllr E Woodhouse advised some tools have also been taken from a garden shed recently.

 

14. Play/Open Areas 86.23

Update on funding applications

The UK Prosperity Funding have emailed updates and requested further information for the Council’s application. Decisions should be made in the next few weeks.

Discuss Tree Survey and Resolve on any actions required

 Quotes to be discussed in Closed sessions.

 

15. Noticeboards 87.23

Update on new noticeboard at Primary School.

The noticeboard has been delivered. The Chairman will install over summer.   

 

16. Resolve to Join Community Speed Watch 89.23

After a discussion the Council agreed not to join the scheme yet. Cllr N Whittingham to identify further locations for monitoring and recruit volunteers. The Clerk will contact Sutton Bridge and Gedney Parish Councils to suggest sharing volunteers to increase numbers in each area.

 

 17. Resolve on Flower Festival Grant 89.23

The Council resolved on £200.00 grant for the flower festival.

These was discussed. The Council resolved mark as reviewed for another year. The Council resolved to adopt the Safeguarding Policy.

 

19. Discuss Information & Photos for Newsletter 91.23

This was briefly discussed. The Chairman has some historic photos and is keen for more to be collated. The Chairman hopes to complete the next Newsletter in late August/early September.

22. To Resolve on whether the council should move into closed session, on the grounds of confidentiality, for discussion of the following agenda items. 94.23

This was proposed, seconded and resolved.

7:45 District Cllr Tyrell and 2 public members left the meeting.

 

23. To Discus Staffing And Administration 95.23

The Council discussed the tree survey and quotes for works. The Council Resolved to accept the quote.
