Resolve to accept Bank Reconciliation (2nd quarter)

Cllr N Whittingham checked procedures for payments and receipts, and reconciled accounts with bank statements. As all processes and information reconciled with the Bank Reconciliation the Council resolved to accept it.

 

Discuss Budget Report (2nd Quarter)

This was briefly discussed. The budget is at 47% at the half way point.

 

Discuss draft budget for 2026/27 and Resolve on precept

The draft budget for next year was discussed. The Council resolved on a precept of £35,000.

 

5. Chairman’s Remarks 114.25

The Chairman has checked the park grounds today. The village green fence removal and groundworks at the park will be completed in the coming week, weather permitted.

The Remembrance service went well at the weekend.

Unfortunately, there will not be a Santa visit this year. The Council resolved to make a donation to the Church to support their Carol Service event.

7. Clerk’s Report  116.25

All correspondence from the previous meeting has been dealt with and replies sent where needed.

Allotment rents for the half year to October have been collected.

Cllr J Wilkinson – resignation letter.

St Nicholas Primary School – Nursery/Preschool Consultation – The Council discussed this. Although the Council does not object to a preschool setting being added, there are already significant safety concerns due to parking issues. The Council will respond to the Consultation to request further information on what measures will be taken to improve the parking and traffic issues. 

 

8. Receive Reports From District And County Councillors 117.25

District Cllr J Tyrrell updated members on upcoming Planning meeting at SHDC.

Road works are expected on Limewalk at the Cinders building site as there are issues with drainage.

It is hoped Youth Shed will open again in the New Year.

10. Planning Matters 119.25

Update on previously discussed Applications

H12-0968-25 National Grid, proposed electricity substation, UALS, Little London.  SHDC Decision : Approved

 

Applications:

H12-0949-25 South Lincs Methodist Church, Change of use, conversion and extension to create a single dwelling, Lutton Marsh Methodist Church, Guys Head Road.

The Council resolved to make no comment on this application.

12. Highways & Footways 121.25

Update on outstanding matters

- Puddingpoke Lane – application to make section one-way –Clerk to chase County Cllr Carey for update.

- Parking at Primary school – Bus stop has now been moved to Village Green. Highways to re-visit to assess parking issues at school.  Clerk to request meeting with Highways Officer.

- Disability parking bay at Church – SHDC advised the application process is under review and will advise on next steps once this is completed.

14. Play/Open Areas 123.25

Update on Park developments – equipment removal, bird & bat boxes

The groundworks will be completed once the weather is dryer. The large football post near the park equipment will be removed. The football post in the woodland will be used to fix up bird boxes.  

 

15. Update On New Defibrillator 124.25

An application to British Heart Foundation for a new defibrillator was unsuccessful. There are other funding options, however, they do not cover replacement pad/battery costs. The Council Resolved to review this at the end of the financial year.
